Broward County contracted with (ATS) American Traffic Solutions, they reviewed video captured by traffic cameras, ATS would then select cars it believe ran red lights and forward their recommendations to Broward County police to issue the tickets. However, this scheme violates Florida State Law, which requires that only local law enforcement may issue traffic citations. Since the tickets were improperly issued, they were deemed invalid by the two judges
